Who says there's no such thing as a free ride?

Some 2,100 Pennsylvania Turnpike employees ride the toll road for free, even when they're on vacation, according to published reports.

A Pennsylvania lawmaker wants to end the perk.

"Were going to have make some changes on that, whether they like it or not," Senate Transportation Committee Chairman John Rafferty, R-Chester County, told The Pittsburgh Tribune-Review.

The free rides are especially galling while the state faces a fiscal crisis.

"I think that's part of the problem with our agency heads," Rafferty said. "Over the years, they've become so insulated that they don't realize that the public does not want that type of use or misuse."

The Obama Administration is working on an underhanded way to grant amnesty to 12 million illegals, bypassing Congress and the will of the American people. Obama has to be stopped in November by voting out every Democrat in Congress or you'll never recognize this country again.

With Congress gridlocked on an immigration bill, the Obama administration is considering using a back door to stop deporting many illegal immigrants - what a draft government memo said could be "a non-legislative version of amnesty."

The memo, addressed to U.S. Citizenship and Immigration Services Director Alejandro Mayorkas and written by four agency staffers, lists tools it says the administration has to "reduce the threat of removal" for many illegal immigrants who have run afoul of immigration authorities.

"In the absence of comprehensive immigration reform, USCIS can extend benefits and/or protections to many individuals and groups by issuing new guidance and regulations, exercising discretion with regard to parole-in-place, deferred action and the issuance of Notices to Appear," the staffers wrote in the memo, which was obtained by Sen. Charles E. Grassley, Iowa Republican.

The memo suggests that in-depth discussions have occurred on how to keep many illegal immigrants in the country, which would be at least a temporary alternative to the proposals Democrats in Congress have made to legalize illegal immigrants.

PennDOT reopens Route 562 Bridge

Just in from PennDOT Engineering District 5:
The Pennsylvania Department of Transportation (PennDOT) announced today the PA 562 Bridge over Antietam Creek in St. Lawrence Borough, Berks County is open. It was closed July 14 for emergency repairs.

A July 13 inspection of the bridge showed significant scour under one of the bridge abutments. PennDOT Maintenance workers performed the emergency repairs.

During the closure, traffic was restricted on PA 562 between Prospect and Bingaman streets. The posted detour routed traffic on Business Route 422 and Oley Turnpike Road.

The PA 562 Bridge is a concrete T-beam bridge built in 1926, and is 31 feet long and 33 feet nine inches wide. This area of PA 562 has an average daily traffic of 9,022 vehicles.

Who's to blame for Congress' delay in extending unemployment benefits? The Democrats.

From Investor's Business Daily:
President Obama, for example, leveled an attack Monday at Republican lawmakers, essentially saying they were denying extended unemployment benefits for millions of jobless Americans. "It's time to do what's right, not for the next election, but for the middle class," he said, implying that the GOP's only concern was politics.

We're not surprised. It's in the grand tradition of political bad-mouthing to claim the opposition is heartless and hateful. But the president forgets: It was the Democrats who insisted on a new system for budgeting, to make sure the deficit didn't grow. Republicans, in fact, support the $34 billion extension of jobless benefits; they just want Congress to find an equivalent amount in cuts, as required by the Democrats' own rules.

Remember last February? Trying to convince Americans they were the fiscally responsible party — despite pushing the U.S. deficit to $1.4 trillion, or 10% of GDP, and adding trillions to our nation's debt — Democrats passed a "Pay-Go" law requiring that any added spending would be offset with cuts.

They got a lot of political mileage out of that. But before the ink on the bill was dry, they began ignoring it, spending more on health care, aid to the states, jobless benefits, expansion of the child tax credit and government loan programs for small businesses, among other goodies, with no cuts.

In short, they had it both ways — posing as deficit-cutters while at the same time spending vast sums of money on various forms of "stimulus." As we all know, the Keynesian stimulus has been a tragic failure, denying millions of Americans the right to meaningful work by killing off the economic growth that is the source of an expanding work force and rising wages.

Route 422 to close in both directions Sunday

Route 422 will be closed in both directions and detoured between the Route 202 and Route 23 interchanges in Upper Merion and Tredyffrin townships on Sunday from 6 to 10 a.m., according to the Pennsylvania Department of Transportation.

The road closing, which is dependent on the weather, is to allow for the resetting of overhead utility wires by PECO Energy, PennDOT says.

During the Route 422 closure, the following detours will be in effect:
Route 422 East Detour: Eastbound Route 422 traffic will exit at Route 23; turn right at Route 23; turn left at Gulph Road; and take Gulph Road to Route 202;

Route 202 North to Route 422 West Detour: Northbound Route 202 traffic will turn left at Gulph Road; take Gulph Road to Route 23; turn right at Route 23 and then turn left at the ramp to Route 422 West; and

Interstate 76 East/West and Route 202 South to Route 422 West Detour: I-76 and southbound Route 202 motorists will take the ramp to the Swedesford Road exit; turn right at Swedesford Road; turn left at South Warner Road; turn left at Gulph Road; turn right at Route 23 and turn left at the ramp to Route 422 West.
Route 422 motorists are advised to allow additional time for travel Sunday morning during this operation, which is dependent on the weather.

PennDOT reminds motorists they can log on to 511pa.com or call 511 from any phone to check traffic conditions on major highways before heading out.

Rep. Kessler takes flak for violating state law

The Oley Township Board of Supervisors, which is headed by state Rep. David Kessler, has repealed an illegal ordinance that restricted the Second Amendment rights of township residents.

Supervisors Chairman David R. Kessler, who also is a Democratic state representative, explained the intent of the supervisors was to prohibit someone from possessing a firearm when police bring a prisoner into the police department, which is in the municipal building.

The ordinance stated, "It shall be unlawful for any person to bring into or possess a firearm in the Oley Township Municipal Building, or any of its related offices. The provisions of this Ordinance shall not apply to any law enforcement officer."

But according to state law, "No county, municipality or township may in any manner regulate the lawful ownership, possession, transfer or transportation of firearms, ammunition or ammunition components when carried or transported for purposes not prohibited by the laws of this Commonwealth."

Resident Roland G. Van Tongel said Kessler should have known better.

"I am not being disrespectful to you, but I do believe that since you are in the state Legislature, you should have known that this was a violation of citizens' rights," Van Tongel said.

Kessler and his fellow Oley supervisors recently enacted an ordinance prohibiting township residents from carrying registered firearms, contrary to state law.

Less than 30 days later, Kessler and the two other supervisors are planning to repeal the illegal ordinance.

Less than a month after passing an ordinance that made it illegal to carry firearms into the municipal building, the Oley Township supervisors plan to repeal the measure tonight.

The supervisors have moved quickly to withdraw the ordinance after gun advocates pointed to a state law that they contend prohibits counties and municipalities from regulating the lawful ownership and possession of firearms.

Supervisors Chairman David R. Kessler, who also is a Democratic state representative, had little to say Wednesday about the change of heart.

On June 30, a truly unconstitutional, out-of-balance $28.04 billion state budget was passed through the Legislature. The fact that it was passed on time for the first time in eight years is nothing to celebrate, given the abdication of both fiscal responsibility and constitutional safeguards by those in office.

This budget is, ultimately, a set-up for an enormous tax increase next year. This budget grossly overstates revenue, depends on $850 million in federal Medicaid funding that has not yet been approved, and refuses to plan for the upcoming fiscal shortfalls.

Leadership in both parties in both the House and Senate has been applauding the on-time passage of a budget that doesn't increase taxes. Yet this blindness to what is really taking place is either deliberate ignorance or a complete disregard for sound policy making.

This budget expects the state's economy to grow — grow! — by 3 percent this year, when most economists are predicting at best 0 percent growth and as much as a 2 percent decline. That gap is between $750 million and $1.25 billion.

Next year, Pennsylvania loses federal stimulus funds. We will likely have to cope with the raiding of the MCare fund to the tune of $800 million. And the state’s unemployment compensation debt it owes to the federal government could top $4 billion. Everything is being pushed off until next year.

Perhaps the most egregious aspect of this budget’s passage is the manner in which it was accomplished. Approximately $66 million of Walking Around Money (WAMs) was put back in, along with a $600 million increase in the borrowing cap on the fund that pays for discretionary capital projects around the state, including nearly $300 million to be passed out by Gov. Ed Rendell. The historic use of these taxpayer-funded earmarks to buy votes in exchange for funneling money to legislators' districts is unconscionable.

Our leadership and elected officials have once again placed pragmatism over principle. That the budget should be passed on time is absolutely correct. But it's not just about getting it done on time. It's about elected officials doing the right thing — by their oath of office, by the Constitution, and by the taxpayers.

State Rep. Sam Rohrer is a Republican who has represented the 128th House District in Berks Council since 1993. He is minority chairman of the House Finance Committee. Rohrer is retiring from the Legislature at the end of the year, following an unsuccessful bid for the Republican nomination for Pennsylvania governor.

'November' sign stirs up Berks residents



From a story in The Kutztown Patriot about a Berks County business owner who is not shy about sharing his political views with customers or anyone else who passes by his business:
Anyone who drives through Mertztown on a regular basis could tell you that the used-car salesman is not a fan of President Obama. That's because, for the past two years, Howell has been devoting one side of the sign for his business, R.A.H. Auto Sales, to sharing his political views with customers and passersby.

The sign currently reads, "We can see November from Mertztown."

Other highlights from the past have included "If Bush was for big oil, Obama is for ACORN," "Fraud Alert: Obama gets Nobel for reading teleprompter," and, during the holiday season, "Merry Christmas, Impeach Obama."

Though many of the messages are jokes, Howell sees the state of the country as no laughing matter.

"I try to be funny with the sign, but I'm a serious guy, and what's going on is serious," Howell said. "People just aren’t paying attention."

Howell said his sign reached its "peak" last summer during the Cash For Clunkers program. Angry with the government for controlling how he ran his business, he vented his frustrations using the sign.

HARRISBURG – Republican Party of Pennsylvania Chairman Rob Gleason released the following statement regarding the waste of taxpayer dollars highlighted in The Philadelphia Inquirer article entitled, "Philly jazz festival a state-funded extravagance."

"Dwight Evans must really love jazz… so much so that he is willing to flush one million taxpayer dollars down the toilet just to ensure that a jazz festival, which drew no more than a couple thousand people, has state funding to waste. It is inexcusable to see our hard-earned dollars wasted in this matter, especially at a time when our state's resources are limited and necessary cuts are being made to more worthwhile programs.

"Unfortunately, wasteful spending and mismanagement of tax dollars is a time-honored tradition for well entrenched Philadelphia Democratic elected officials. At a time when many people living in Dwight Evans' district are going to bed hungry tonight, they deserve to know that one million in taxpayer dollars was wasted on a festival that will do little to nothing to ease their hardships. Imagine one million dollars was invested in tax credits for businesses to hire new employees or in an economic development project to get some of his constituents into good, family sustaining jobs.

"The cycle of failure in Philadelphia must end. Philadelphians must hold their elected officials accountable. If they aren't working for you, like Dwight Evans, it is time to vote them out!"

According to The Philadelphia Inquirer article, entitled "Philly jazz festival a state-funded extravagance," $1 million from Pennsylvania's taxpayers was awarded to the organizers of last month's West Oak Lane Jazz Festival who had promised a crowd that would rival Woodstock. In reality the crowd was reported to be at times no larger than three thousand attendees.

HARRISBURG (July 6) – Two groups advocating higher standards of integrity in state government today commemorated the 5th anniversary of the Pay Raise of 2005 by calling on gubernatorial candidates to become aggressive about leading the legislature toward improvements in public integrity, including a Constitution convention.

Speaking at a capitol news conference, Eric Epstein of RocktheCapital.org (RTC) and Tim Potts of Democracy Rising PA (DR) called on Democrat Dan Onorato and Republican Tom Corbett to outline how they would use the power of the governor's office to force the hand of lawmakers unwilling to reform.

Citing a lack of meaningful progress toward an honest and accountable government, Potts said, "Citizens need a megaphone to reach our tone-deaf lawmakers, and the only one loud enough to do the job is the governor."

Epstein also marked the occasion by releasing a 47-page report on 60 current and former lawmakers who took the unconstitutional pay raise and have refused to return it, thereby inflating their pensions.

"The rules have not changed to protect the innocent, and they are not going to change until we have a constitutional convention or a sustained, broad-based insurrection against the political lard gumming up the works," Epstein said.

Potts agreed. "Without a Constitution convention in PA, our future as citizens is not our own. We have become a people of the government, by the government and for the government."

In a three-part questionnaire, the groups ask a dozen questions about the reforms recommended by the 28th Statewide Investigating Grand Jury; WAMs, or Walking Around Money, that fuels lawmakers' pet projects; and the legislature's surplus of $180 million, which is expected to grow to more than $200 million as a result of this year's budget.

One of the questions asks the candidates whether they will call a Special Session on Public Integrity when one of them takes office next January. RTC and DR both called on Gov. Ed Rendell more than two years ago to call such a special session. Rendell refused, saying he didn't think it was necessary. Since then, 25 current and former lawmakers and staff have been charged and convicted of various crimes of public corruption; the state Supreme Court refused to act to prevent one of the worst judicial scandals in American history; and a secretary of revenue resigned hours before being charged with corruption from his days in the General Assembly.

In May, after two years of study, the grand jury recommended dozens of ways to prevent corruption and waste in the General Assembly. It concluded that a Constitution convention was necessary to repair the legislature.

The budget partially enacted last week contains more than $120 million in traditional WAMs and hundreds of millions of dollars in pet capital projects, many or all of which appear to violate the Constitution, according to Potts and Epstein. Incumbent lawmakers use the funds to curry favor with local voters, even as they slash spending on programs, such as state parks and libraries, that serve millions of constituents.

Lawmakers ended last year with an estimated $180 million surplus from previous years. Instead of using the money to prevent cuts to programs, lawmakers have promised to implement cost cost-cutting measures that will increase their surplus by next June 30.

In recent days an overwhelming number of emails and calls have been sent in protest to the "William Morris Agency" in New York that represents Lopez in New York. There is no evidence NONE that Jennifer Lopez has withdrawn or denied that she is going to Turkish-Occupied-Cyprus. We urge all activists to keep trying to bring media attention to her illegal visit. We urge you all to continue until we or anyone else receives official confirmation of her cancelling from the right channels.

Please emphasize in your letters to Lopez that besides the fact the illegal pseudo-state is recognized by no-one but the human-rights-abusing Turkish government, we also note in Jennifer Lopez’s case the hypocrisy of her and her agent "William Morris Agency" disregarding the fact that the illegal Turkish military-occupiers are the unrepentant rapists of 800 Greek-Cypriot women.
The northern third of the island of Cyprus has been under Turkish military occupation since 1974.

Thousands have supported the CANA campaign to persuade Lopez to cancel her appearance by joining the Facebook group AGAINST JENNIFER LOPEZ PERFORMING IN OCCUPIED CYPRUS, which has attracted almost 6,000 members in just a few days.
